On waking...

...I realise that last night's rather hasty post may have invited a wrong conclusion. I was not saying - and I don't think - that local officials or anybody else should be influenced by my priorities. My point was that the man didn't appear to listen at all, only to deliver his on-message message. Not only a Rwandan failing, of course, but one that is consistent with the whole tone of this and many other governments.

  1. If A does not accept a comment made by B, how can A show they listened? In UK at present the only basis for judicial review of The Cuts is whether a consultation was carried out properly. If a consultation doesn't result in ANY changes, I wd feel safe in inferring it was not carried out properly???

  2. Yes, indeed. Perhaps the UK situation is worse in a way, because 'they' are supposed to listen and respond. In countries where it's generally understood that voting doesn't change anything, other methods have to be developed.
